HVO Renewable Diesel & Sustainable Aviation Fuel (SAF)

Paraffinic diesel to EN 15940 and HEFA-SPK to ASTM D7566 for blenders and airlines' fuel suppliers

HVO, also sold as renewable diesel, is made by hydrotreating fats and oils into paraffinic hydrocarbons rather than esterifying them, so unlike FAME it is chemically close to fossil diesel and can be used neat or at any blend. It is sold against EN 15940, the European standard for paraffinic diesel fuel from synthesis or hydrotreatment, and in the US against ASTM D975 when blended. The same hydroprocessing route, run to a jet cut, yields HEFA-SPK (hydroprocessed esters and fatty acids synthetic paraffinic kerosene), which is approved under ASTM D7566 Annex A2 for blending with conventional Jet A-1 up to the limit that standard sets; once blended and certified it is handled as jet fuel. HEFA is expected to make up about two-thirds of SAF production to 2030. Demand in Europe is set by the ReFuelEU Aviation regulation, which requires fuel suppliers at EU airports to supply a minimum 2% SAF share from 2025 rising to 6% in 2030, and by national road-transport obligations that reward waste-based HVO.

HVO and HEFA-SPK are hydrocarbons and move in clean product tankers. Customs classification depends on the product and the blend and differs between tariff schedules, so it is confirmed with the importer's customs broker before contract. Trade remedies apply to the road fuel: the EU's anti-dumping duties on biodiesel from China under Regulation (EU) 2025/261 cover HVO as well as FAME, at 10.0% to 35.6% by producer group, while SAF was excluded from that measure. Documents for a European cargo are an SGS or Intertek COA to EN 15940 or ASTM D7566, a certificate of origin, an ISCC EU or equivalent proof of sustainability naming the feedstock and GHG saving, and the customs status (T1 or T2). Pricing references are Argus and Platts HVO and SAF assessments (FOB and CIF ARA, FOB Singapore, US West Coast renewable diesel), with ticket, certificate and RIN value negotiated separately. Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

What is the difference between HVO and FAME?

FAME is an ester made by transesterification and is limited in diesel blends by its chemistry; HVO is a paraffinic hydrocarbon made by hydrotreating, sold to EN 15940, and can be used neat or blended. HVO is priced above FAME and bought for drop-in use.

Can SAF be delivered neat to an airport?

Neat HEFA-SPK is certified to ASTM D7566 Annex A2 and must be blended with conventional jet fuel within the limit the standard sets, then certified as jet fuel before use. Most SAF is traded neat to blenders or as a certified blend to fuel suppliers.

Do EU duties on Chinese biodiesel apply to HVO and SAF?

The EU's anti-dumping duties under Regulation (EU) 2025/261 cover biodiesel including HVO, at 10.0% to 35.6% by producer group; SAF was excluded from that measure. The importer checks the current TARIC entry for the named producer.

What does the ReFuelEU Aviation mandate require?
