PVC plasticisers and specialty glycols by drum, IBC, flexitank, ISO tank and chemical-tanker parcel
Plasticisers and glycols are liquid chemicals bought on a certificate of analysis and a regulatory position, and four trades carry most of the enquiries. DOP (DEHP, HS 2917.32) is on REACH Annex XIV and restricted in EU articles at 0.1% under Annex XVII entry 51, so EU-bound flooring and cable makers buy DOTP (HS 2917.39), the terephthalate substitute; 2024 export declarations under 2917.32 total USD 348 million, led by China, Malaysia, Korea and Türkiye. DINP and DIDP (HS 2917.33, USD 929 million, led by the Netherlands and Germany) serve cable, flooring, roofing and automotive PVC, and are restricted in mouthable toys and childcare articles under REACH Annex XVII entry 52 and CPSIA section 108. Diethylene glycol (HS 2909.41, USD 505 million, led by the USA, Canada and Belgium) goes into unsaturated polyester resin, gas dehydration and antifreeze. Propylene glycol (HS 2905.32, USD 1.48 billion, led by Germany, China, the USA, Korea and Thailand) is sold as USP/EP pharma grade, food additive E1520 and industrial grade.
Glycols carry a screening history: DEG and ethylene glycol substituted for glycerin or propylene glycol in medicinal syrups killed more than 300 people, mostly young children, in 2022, and WHO issued five medical product alerts through mid-2023. CBIL is a commodity brokerage company and brokers DEG for industrial use only, and pharma and food propylene glycol only in the producer's sealed packs or dedicated tanks with the producer named on the certificate of analysis. Every offer rests on the producer's certificate of analysis, SGS or Intertek inspection at loading where required, the safety data sheet, a certificate of origin and REACH registration confirmation for EU imports; offers built on tank-storage receipts, dip tests or advance-fee procedures are not worked. Material moves in drums, 1,000 L IBCs, flexitanks, ISO tanks and chemical-tanker parcels under the IBC Code, on FOB, CFR and CIF terms, with pricing referenced to ICIS, Platts or Argus. Minimum orders are confirmed per product and pack. Send the product, grade, end use, pack, volume and discharge port, and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
