Sugar confectionery is HS 1704, sweets that contain no cocoa, and it trades by the carton in 20-ft and 40-ft containers under the factory's brand or the buyer's private label. UN Comtrade 2024 export declarations put HS 1704.90, everything except chewing gum, at USD 16.55 billion and about 4.28 million MT across 133 reporters: Germany USD 2.03 billion, China USD 1.65 billion, Mexico USD 1.22 billion, the Netherlands USD 1.00 billion, Belgium USD 999 million, Spain USD 931 million, Türkiye USD 859 million and Poland USD 755 million, with India, Brazil, Indonesia, Thailand, Malaysia, Egypt and Pakistan behind them. Chewing gum, HS 1704.10, adds USD 940 million and about 234,000 MT, led by China, Mexico, the Netherlands and Türkiye. The USA is the largest importer of both. Chocolate and cocoa-containing sweets are HS 1806 and are not on these pages.
The buyers are importer-distributors, wholesalers, cash-and-carry and convenience chains and supermarket private-label desks. CBIL is a commodity brokerage company and brokers five product groups: hard candy and lollipops, gummies and jellies, toffees, caramels and eclairs, chewing gum and bubble gum, and pressed mints and dragees. Each lot moves against the competent-authority health certificate, the factory's certificate of analysis, a certificate of origin, a halal certificate from a body the destination accepts, and label artwork checked for the market before printing. Halal-certified gummy lines use pectin, agar, starch, or bovine or fish gelatine certified halal, never porcine gelatine. EU labels carry the Annex V colour warning of Regulation (EC) No 1333/2008 where E110, E104, E122, E129, E102 or E124 is used, and titanium dioxide (E171) has not been permitted in EU food since 2022. Gulf labels follow GSO 9 in Arabic, and US labels follow 21 CFR 101 with FD&C batch-certified colours. Minimum orders are the factory's, from a few tonnes per product up to container programmes. Cartons ship in dry containers, with reefers quoted for gummies and toffees on hot-season routes, on FOB, CFR and CIF terms. Send the product, pack, label market, carton count and discharge port, and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
