Fully refined paraffin wax is the de-oiled, hydrotreated or clay-treated fraction of a lube-oil refinery's wax stream, and a buyer compares offers on four numbers from the certificate of analysis: melting point by ASTM D87 (or congealing point by ASTM D938), oil content by ASTM D721, colour on the Saybolt scale by ASTM D156, and needle penetration at 25 °C by ASTM D1321. The trade grades are 58-60 °C and 60-62 °C melting point, with oil content at or below 0.5% on most buyer sheets; China's GB/T 446-2010 sets the No. 58 fully refined grade at a 58-60 °C melting point and no more than 0.8% oil, so the sheet states which limit applies. The customs code is HS 2712.20, paraffin wax containing less than 0.75% oil by weight. UN Comtrade 2024 export declarations under HS 2712.20 total USD 1.69 billion and about 1.29 million MT across 77 reporters: China USD 770 million and 666,900 MT, Malaysia USD 151 million and 103,700 MT, Germany USD 130 million and 64,400 MT, South Africa USD 119 million, the Netherlands USD 112 million, Egypt USD 62 million and 29,500 MT, the UK USD 60 million, the USA USD 56 million and Japan USD 32 million. Those are declared export values, not offers. For food use in the USA, petroleum wax is regulated under 21 CFR 172.886, which sets ultraviolet absorbance limits for polynuclear aromatic content and lists uses such as chewing gum base and protective coatings on cheese, raw fruit and vegetables, and under 21 CFR 178.3710 for food-contact articles; a food grade is offered only where the refinery certifies it.

The buyer is a candle maker, a packaging and paper converter, a rubber compounder, a hot-melt and crayon manufacturer or a distributor in Africa, South Asia, Latin America, Europe or the Red Sea and East Mediterranean, and the offer is a price per MT for a stated melting point, oil content, form and pack. CBIL is a commodity brokerage company and brokers fully refined paraffin wax from refineries in China (Fushun and Daqing grades), India, Germany, Egypt, Malaysia, Thailand, the USA, Japan and South Korea. This is a market with many paper offers, so the screening is on documents: the certificate of analysis must name the producing refinery and its lot, the certificate of origin must match the load port and the refinery's country, and the safety data sheet must come from the same producer. Typical red flags are a COA with no refinery named or a refinery that does not make that grade, a load port in a different country from the stated origin, a price well below the refinery's own market, and requests for deposits or fees before a proforma from the producer's side. Slabs in woven bags and pastilles in bags move palletised in 20-ft or 40-ft dry containers on FOB, CFR and CIF terms; minimum orders are confirmed per product and pack. Send the melting point, oil content, form, food or technical grade, volume and discharge port, and the enquiry is screened and worked against it.

Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
