Specialty carbon black is the same element as the rubber grades, under the same HS 2803.00, but it is bought on colour and function instead of reinforcement. For black masterbatch, pipe and film compounds the numbers are jetness (blackness), undertone, tint strength and dispersion, which follow from small particle size and controlled structure; for printing inks and coatings they are jetness, flow and gloss, often with an oxidised surface for wetting; for conductive grades used in cable semiconductive layers, antistatic packaging and ESD parts they are high structure and high surface area, bought on volume resistivity in the target polymer. Powder grades disperse more easily in inks and paints; pellet grades are cleaner to handle in a masterbatch plant. Two regulatory limits decide whether a grade can go into a finished article. For plastic food-contact materials in the EU, Regulation (EU) No 10/2011 allows carbon black only with benzo(a)pyrene at or below 0.25 mg/kg, so the supplier's statement of conformity must cover it. Under REACH Annex XVII entry 50, as amended by Regulation (EU) No 1272/2013 and applied since 27 December 2015, rubber or plastic parts in consumer articles in direct and prolonged or short-term repetitive skin or mouth contact may contain no more than 1 mg/kg of any of the eight listed PAHs, and toys and childcare articles no more than 0.5 mg/kg, which makes a low-PAH certificate on the black a buying requirement for toy, grip and handle compounders. UN Comtrade 2024 export declarations under 2803.00 sum to about USD 5.88 billion, with China 20.4%, India 8.1% and Germany 7.5%, across rubber and specialty grades together.
The buyer is a black masterbatch or colour compounder, a pipe and film extruder, a printing ink maker, a paint and coatings plant, a cable compounder or a toner and conductive-plastics producer. CBIL is a commodity brokerage company and brokers specialty carbon black from producers and trader positions in China, India, the Republic of Korea, Japan, Germany, the Netherlands and the USA, against a certificate of analysis per lot, the technical data sheet, a safety data sheet, a certificate of origin and, where the end use needs it, the producer's food-contact statement or a PAH test report from an accredited laboratory. EU imports need a REACH registration held by the importer or the producer's only representative. Powder ships in multiwall paper bags and pellets in bags or jumbo bags, pack size confirmed per grade, palletised in dry containers on FOB, CFR and CIF terms; price is per MT and set by grade and pack. Store dry, sealed and away from oxidisers and ignition sources. Send the application, the jetness or resistivity target, the regulatory limit your article must meet, tonnage and discharge port, and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

Can carbon black be used in food-contact plastics?
In the EU, yes, within Regulation (EU) No 10/2011, which requires benzo(a)pyrene in the carbon black at or below 0.25 mg/kg. The converter needs the producer's statement for that grade, so ask for it before contract; a rubber grade will not come with one.
What PAH limit applies to toys and consumer articles?
REACH Annex XVII entry 50, applied since 27 December 2015, limits each of eight PAHs to 1 mg/kg in rubber or plastic parts of consumer articles in direct and prolonged or repeated skin or mouth contact, and to 0.5 mg/kg in toys and childcare articles. The black is usually the main PAH source in a black compound, so compounders buy a low-PAH grade with a lab report.
Powder or pellets?
Powder disperses faster in liquid inks and paints; pellets flow better and dust less in a masterbatch or compounding plant. Many pigment grades are made in both, so name your process when asking.
