Copper foil is two industries sharing one heading. HS 7410 covers copper foil of a thickness, excluding any backing, not exceeding 0.15 mm, whether or not printed or backed with paper, paperboard or plastics: unbacked foil of refined copper is HS 7410.11 and backed foil of refined copper HS 7410.21, where the US tariff gives copper-clad laminates a line of their own. Foil is made two ways. Electrodeposited (ED) foil is electroplated onto a rotating drum under tight control, which gives it uniform thickness and high electrical conductivity; rolled-annealed (RA) foil is made by rolling and annealing, and its flexibility makes it common in flexible printed circuit boards. In a lithium-ion cell, copper foil is the current collector of the anode. Battery foil is bought by thickness together with tensile strength and elongation: one Korean ED producer lists battery grades from 4 µm upward, with tensile strength up to about 70 kgf/mm² and elongation up to about 12% depending on the grade, and China has published SJ/T 11483-2014 for electrodeposited and GB/T 36146-2018 for rolled copper foil for lithium-ion batteries. Circuit-board foil is sold by thickness in microns or ounces and by surface profile: a Luxembourg ED producer lists 9, 12, 18, 35 and 70 µm foil, a quarter-ounce to 2 oz, in profiles from standard down to very low and almost no profile, and ultrathin foil of 1.5–5 µm supported on a thicker carrier foil. UN Comtrade 2024 export declarations under HS 7410.11 total USD 3.95 billion and 239,700 MT across 59 reporters: Taiwan USD 1.05 billion and 75,100 MT, China USD 515 million and 43,400 MT, Malaysia USD 495 million and 30,500 MT, Japan USD 438 million and 17,100 MT, Korea USD 300 million and 20,800 MT, Hungary USD 181 million, Luxembourg USD 117 million and the Philippines USD 99.5 million. Backed foil under HS 7410.21 adds USD 2.95 billion, led by Taiwan at USD 824 million, China USD 663 million, Japan USD 519 million and Korea USD 457 million, with declared weights that include the backing. Those are declared export values, not offers.
The buyers are lithium-ion cell makers and their anode coating lines, printed-circuit-board and copper-clad laminate makers, and flexible-circuit fabricators, in Asia, Europe, the Gulf and North America. CBIL is a commodity brokerage company and brokers ED battery foil, ED circuit-board foil and RA foil from producers and producer-affiliated traders in Taiwan, China, Japan, Korea, Malaysia, Hungary and Luxembourg to those buyers, against the producer's certificate per roll lot reporting thickness, width, tensile strength, elongation and profile, and a certificate of origin. Buyers who make electrical and electronic equipment for the EU work under the RoHS Directive 2011/65/EU, which restricts ten substances including lead, cadmium, mercury and hexavalent chromium, and ask for the producer's RoHS declaration, and EU importers ask for a REACH statement under Regulation (EC) No 1907/2006. Price is the copper, against the LME copper price over an agreed period, plus the producer's processing charge for thickness, strength and profile. For the USA, the Section 232 tariff has applied since 6 April 2026 at 50% to the full customs value of most goods in HS chapter 74, and the importer's customs broker confirms whether and at what rate it reaches the foil. Rolls are wound on cores, wrapped against moisture and crated on pallets in 20-ft containers on FOB, CFR and CIF terms; minimum lots are confirmed per product and pack. Send the application, ED or RA, thickness, width, roll length or weight, core size, tensile strength and elongation minimums, profile, monthly tonnage and discharge port, and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
