ISO 8217 DMA and DMZ distillate at 0.10% sulphur for ECAs and EU berths

Marine gasoil (MGO) is distillate marine fuel, graded under ISO 8217 as DMA or DMZ, both with a minimum flash point of 60°C. The standard itself allows DMA and DMZ up to 1.00% sulphur, but MGO is traded at 0.10% sulphur because that is the limit in the Baltic, North Sea, North American, US Caribbean and, since 1 May 2025, Mediterranean Emission Control Areas. In the European Union, Directive (EU) 2016/802 also requires ships at berth in EU ports to use fuel of no more than 0.10% sulphur, with exemptions for ships berthed under two hours and ships on shore power, and it bars marine gasoil above 0.10% from the EU market. The changeover time must be logged. Ultra low sulphur fuel oil (ULSFO) is the residual alternative at the same 0.10% limit.

Buyers check sulphur, flash point, viscosity, density, cloud and pour point for cold weather, and lubricity. Every bunker delivery comes with a bunker delivery note under MARPOL Annex VI, which the ship keeps for three years, and a sealed MARPOL sample of at least 400 ml kept for at least 12 months. At Singapore, MPA-licensed bunker suppliers must deliver distillates as well as residual fuel through MPA-approved mass flow meters. Prices are referenced to published Platts or Argus marine gasoil assessments at the main hubs. CBIL is a commodity brokerage company and brokers MGO and ULSFO as bunker stems and tanker parcels against the refinery named on the certificate of analysis, SGS or Intertek inspection, and a named buyer or ship. Offers resting on tank storage receipts, dip tests, ICPO/FCO procedures or advance fees are not worked; every enquiry is screened.

Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

Does ISO 8217 DMA mean 0.10% sulphur?

Not by itself. ISO 8217 allows DMA and DMZ up to 1.00% sulphur. The 0.10% figure comes from MARPOL Annex VI inside ECAs and from EU Directive 2016/802 at EU berths, so the sulphur limit must be written into the contract.

When must a ship use 0.10% fuel in an EU port?

At berth, under Directive (EU) 2016/802, unless it is scheduled to stay under two hours or switches off all engines and uses shore power. The crew changes over soon after arrival and as late as possible before departure, and logs the time.

What paperwork comes with a bunker delivery?

Under MARPOL Annex VI the supplier issues a bunker delivery note, which the ship keeps for three years, with a sealed sample of at least 400 ml kept for at least 12 months. At Singapore the delivered quantity is measured by an MPA-approved mass flow meter.
