DINP & DIDP Plasticisers (Diisononyl and Diisodecyl Phthalate)

High-molecular-weight phthalates for cable, flooring, automotive and roofing PVC, with toy and childcare restrictions checked by destination

DINP and DIDP are the higher-molecular-weight ortho-phthalates that took much of the flexible PVC market as DEHP was restricted, and they are declared under HS 2917.33, the six-digit line for dinonyl and didecyl orthophthalates, not under 2917.39. They are not on REACH Annex XIV, but REACH Annex XVII entry 52 bars toys and childcare articles that can be placed in the mouth by children where DINP, DIDP and DNOP together reach 0.1% or more by weight of the plasticised material, and ECHA's review concluded that a risk from mouthing could not be excluded if that restriction were lifted. In the USA, section 108 of the Consumer Product Safety Improvement Act, enforced by the CPSC, limits eight phthalates including DINP to less than 0.1% in children's toys and childcare articles. Outside those uses, cable, flooring, automotive, roofing and coated-fabric makers buy DINP and DIDP on ester content, colour, acidity, moisture and, for cable, volume resistivity. UN Comtrade 2024 export declarations under HS 2917.33 total USD 929 million and about 653,000 MT across 46 reporters: the Netherlands USD 332 million and 242,000 MT, Germany USD 242 million and 176,900 MT, China USD 88 million and 64,000 MT, Taiwan USD 66 million and 44,000 MT, the USA USD 53 million and 25,600 MT, Korea USD 46 million and 32,800 MT, Malaysia USD 45 million and 36,400 MT and Czechia USD 23 million. Those are declared export values, not offers.

The buyer is a cable compounder, a flooring, roofing-membrane or automotive-trim producer, a coated-fabric plant or a distributor, and it states the end market up front, because a toy, childcare or mouthable article needs a different plasticiser under the EU and US rules. Offers resting on tank-storage receipts, dip tests or advance-fee procedures are not worked. Material moves in 200 kg drums, 1,000 L IBCs and flexitanks, ISO tanks and chemical-tanker parcels, on FOB, CFR and CIF terms, with pricing referenced to ICIS or Argus assessments. Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
