Milk toffees, chewy caramels and eclairs, twist-wrapped by the carton, milk declared on every label

Toffee and caramel are sugar, glucose syrup, milk and fat cooked until the milk proteins and sugars brown: the Maillard reaction gives the flavour and colour, and the cooking temperature gives the texture. Technical references put regular toffee at 118-132 °C and hard toffee at 146-154 °C, with toffee below about 5% moisture and soft caramels, toffees and fudges between about 3% and 10%. The usual build is sucrose with 42 DE glucose syrup, milk as sweetened condensed milk, and butter or a vegetable fat such as hardened palm kernel oil, so the fat source, the milk content and the allergen declaration all go on the specification. An eclair is a toffee shell around a centre; a centre that contains cocoa takes the sweet out of HS 1704 and into chocolate (HS 1806), so eclairs on this page have caramel, milk, fruit or other non-cocoa centres. Toffees and caramels are HS 1704.90, where UN Comtrade 2024 export declarations total USD 16.55 billion and about 4.28 million MT across 133 reporters for all non-cocoa sugar confectionery other than gum: Germany USD 2.03 billion, China USD 1.65 billion, Mexico USD 1.22 billion, the Netherlands USD 1.00 billion, Belgium USD 999 million, Spain USD 931 million, Türkiye USD 859 million, Poland USD 755 million, India USD 203 million and 170,600 MT, Brazil USD 197 million, Indonesia USD 185 million, Thailand USD 180 million, Malaysia USD 100 million, Egypt USD 61 million and Pakistan USD 60 million.

The buyer is an importer-distributor, a wholesaler, a supermarket private-label desk or a retailer selling loose sweets by weight, buying a stated piece weight, wrap, milk and fat declaration, pack and label. CBIL is a commodity brokerage company and brokers generic toffees, caramels and eclairs from factories in Türkiye, Poland, Germany, Belgium, the Netherlands, Spain, China, Mexico, Brazil, India, Indonesia, Malaysia, Thailand, Egypt and Pakistan and from UAE re-exporters, against the competent-authority health certificate, the factory's certificate of analysis, a certificate of origin, a halal certificate from a body the destination accepts, and label artwork checked before printing. Milk is declared as an allergen on every market's label. For the EU, shelf-stable confectionery containing milk enters as a composite product with a private attestation under Delegated Regulation (EU) 2021/630 where its dairy ingredients meet the regulation's conditions, the Annex V colour warning of Regulation (EC) No 1333/2008 applies where E110, E104, E122, E129, E102 or E124 is used, and E171 is not permitted; Gulf labels follow GSO 9 in Arabic with printed production and expiry dates, and US labels follow 21 CFR 101 with the nine major allergens. Minimum orders are the factory's, from 4-6 MT per product at a Chinese OEM factory to one or two 40-ft containers per programme in Europe. Chewy toffee softens and sticks in heat, so hot-season routes are quoted dry and reefer, on FOB, CFR and CIF terms. Send the type, piece weight, centre, wrap, pack, halal certifier, carton count and discharge port, and the enquiry is screened and worked against it.

Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

Are eclairs with a chocolate centre on this page?

No. Heading 1704 covers sugar confectionery not containing cocoa, so a toffee eclair with a cocoa or chocolate centre classifies as chocolate confectionery under HS 1806. The eclairs brokered here have caramel, milk, fruit or other non-cocoa centres, and the HS code is confirmed against the ingredient list before the offer.

What decides whether a toffee is chewy or hard?

Mainly the cooking temperature and the moisture left in the mass. Technical references put regular toffee at about 118-132 °C and hard toffee at 146-154 °C, and soft caramels at about 3-10% moisture against below about 5% for toffee. The milk and fat content changes the chew and the flavour, so the specification states the fat source and milk ingredient as well.
