Herbicides beyond glyphosate are bought on active content, on the salt or ester form, and on the uses the destination has registered. 2,4-D, a phenoxy herbicide used since 1945 against broadleaf weeds in wheat, maize, rice, oats, pasture and orchards, is sold as technical acid and, most often, as its dimethylamine (amine) salt in a soluble concentrate; ester forms are more potent. FAO specification 1/TC (November 2023) sets 2,4-D technical at no less than 960 g/kg with free phenols, calculated as 2,4-dichlorophenol, at no more than 3 g/kg, and the EU approval, which runs to 31 December 2030, adds a limit of 0.01 mg/kg for dioxins and furans as WHO-TCDD toxic equivalents. The acid is HS 2918.99: subheading 2918.91 is reserved for 2,4,5-T, its salts and esters, a different phenoxy acid. Glufosinate-ammonium, a non-selective contact herbicide with some systemic action, is sold as technical at a minimum of 950 g/kg and as soluble or emulsifiable concentrates for directed sprays, crop desiccation and glufosinate-tolerant canola, maize, cotton and soybeans; its EU approval expired on 31 July 2018. Atrazine, a chlorotriazine used in maize, sorghum and sugarcane, comes as water-dispersible granules, wettable powders and flowable liquids; it has not been approved in the EU since Decision 2004/248/EC, while in the USA it was the second most used herbicide in 2014, at about 34,000 MT a year. Formulated herbicides are HS 3808.93. UN Comtrade 2024 export declarations under HS 3808.93 total USD 14.50 billion across 106 reporters; leading reporters include China at USD 5.22 billion and 2.17 million MT, the USA at USD 1.63 billion, India at USD 1.55 billion and 172,500 MT, France at USD 1.08 billion, Germany at USD 984 million, Hungary at USD 323 million and Belgium at USD 311 million. Those are declared export values, not offers.
CBIL is a commodity brokerage company and brokers 2,4-D, glufosinate-ammonium and atrazine from Chinese and Indian producers only for destinations where the product is registered, against the producer's certificate of analysis per batch, the safety data sheet and label in the language and to the registration of the destination, a certificate of origin and dangerous goods documents. Section 14 of the SDS sets the transport entry: formulations classed as environmentally hazardous use UN 3082 (liquid) or UN 3077 (solid) in Class 9. Technical moves in 25 kg fibre drums or bags and liquids in 1 L bottles and 5, 10, 20 and 200 L drums, on FOB, CFR and CIF terms, priced per MT or litre; minimum orders are confirmed per product and pack. Send the active, form, strength, pack, registration number and discharge port, and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

Is 2,4-D classified under HS 2918.91?
No. HS 2918.91 covers 2,4,5-T, its salts and esters, a different phenoxy acid. 2,4-D acid falls under 2918.99, other carboxylic acids with additional oxygen function and their derivatives, and US Customs ruling NY N003159 classified 2,4-D technical in that heading. Formulated 2,4-D herbicides are HS 3808.93, and the importer's broker confirms the national tariff line.
What should a 2,4-D technical certificate of analysis show?
The 2,4-D content against FAO specification 1/TC (November 2023), no less than 960 g/kg, and free phenols calculated as 2,4-dichlorophenol at no more than 3 g/kg. FAO notes that dioxins and furans can form in some manufacturing processes, and the EU approval sets them at no more than 0.01 mg/kg as WHO-TCDD toxic equivalents, so buyers for regulated markets ask for that result as well.
Which of these herbicides are approved in the EU?
2,4-D is approved to 31 December 2030. Glufosinate's approval expired on 31 July 2018, and atrazine has not been approved since Decision 2004/248/EC of March 2004. EU status does not decide other markets: every shipment follows the registration and import permit of its destination.
