Frozen samosas and spring rolls are pastry snacks with a vegetable filling - potato and peas with spices in a Punjabi-style samosa, cabbage, carrot, beans, glass noodles and mushroom in a spring roll - sold raw for frying or par-fried or baked so the kitchen only finishes them. The customs code follows the pastry, not the filling. US Customs has classified frozen par-fried samosas with a potato and pea filling from Viet Nam under 1905.90.10 as frozen bakers' wares, and after a protest review classified frozen vegetable spring rolls with drum-baked wheat skins under 1905.90.10 as well, noting that fully or partly cooked bakers' wares belong in heading 19.05; many origins still declare samosas under HS 2106.90, the residual food preparations code. Both HS 1905.90 and 2106.90 are catch-all subheadings - 2106.90 alone totalled about USD 51 billion in 2024 UN Comtrade export declarations - so neither is a market size for these snacks. Buyers specify the piece weight (cocktail pieces for catering, larger pieces for retail), the filling and spice level, raw or par-fried, the frying oil used and the pack: printed retail bags or boxes, 1-5 kg catering cases, or IQF pieces in bulk cartons for repackers. Frozen snacks are held at -18 °C or colder, and shelf life is set by the manufacturer for the recipe and pack.

The buyer is an importer-distributor, a supermarket private-label or ethnic-foods desk, a foodservice wholesaler, a hotel and banqueting caterer or an airline caterer in the Gulf, Europe, North America, Africa or Asia, and the offer is a price per carton for a stated piece weight, count and pack. EU labels emphasise the Annex II allergens under Regulation (EU) No 1169/2011 - gluten from the wheat pastry, and soy, sesame or celery where used. Fried and baked products fall within the acrylamide mitigation rules of Regulation (EU) 2017/2158, and a par-fried snack sold as ready to eat carries the manufacturer's Listeria monocytogenes controls under Regulation (EC) No 2073/2005. A snack with a cheese or paneer filling is a composite product under Delegated Regulation (EU) 2022/2292 and needs the composite products health certificate for the EU. Gulf labels follow GSO 9 with Arabic text, SFDA registration applies for Saudi Arabia, and US importers verify the manufacturer under the FSMA Foreign Supplier Verification Program. Cartons move in 40-ft high-cube reefers at -18 °C on FOB, CFR and CIF terms; minimum runs are confirmed per product and pack. Send the product, piece weight, raw or par-fried, pack, label and discharge port and the enquiry is screened and worked against it.

Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
