Maltodextrin is a partially hydrolysed starch sold as a nearly tasteless white powder, and its DE decides both what it does and where it clears customs. Under 21 CFR 184.1444 it is a non-sweet nutritive saccharide polymer of D-glucose units with a dextrose equivalent of less than 20, prepared by partial hydrolysis of corn, potato or rice starch; the Codex floor for glucose syrup and dried glucose syrup starts at DE 20. Lower DE gives more body, binding and film-forming with little sweetness; higher DE dissolves faster and is slightly sweeter. The trade offers it in bands, typically DE 10-12, DE 15-20 and DE 18-20. A typical export specification, Gujarat Ambuja's technical data sheet, sets moisture at 5.0% maximum, pH 4.50-6.50 in a 10% solution, DE 9-20, sulphated ash at 0.50% maximum, sulphur dioxide at 10 ppm maximum and tapped density at 0.35-0.70 g/ml, packed in 25 kg PP or paper bags with an LDPE liner and a two-year shelf life.

The subheading is normally 1702.90, with a boundary that catches buyers at the low end. UK advance tariff ruling 600007022 (valid 5 June 2023 to 4 June 2026) classified a corn maltodextrin with 18-20% dextrose equivalent, in 25 kg paper bags, under commodity code 1702905000, the national line for maltodextrine and maltodextrine syrup. US CBP ruling NY N258565 (22 May 2015), on tapioca maltodextrins from Thailand, put a product sold as DE16 (measured DE 15.84) and a syrup solids at DE 24.16 in 1702.90.9000, but classified a product sold as 'DE10' that measured DE 8.58 under 3505.10 as dextrin, so a DE 10-12 lot that tests below 10 can change heading and duty. Because 1702.90 also holds invert sugar, caramel and sugar-syrup blends, trade statistics cannot isolate maltodextrin: UN Comtrade 2024 export declarations for the whole subheading total USD 3.48 billion, led by Thailand, China, France, the Netherlands, the USA, Belgium, Germany, Malaysia and Indonesia.
