Crackers and savoury biscuits are not sweet biscuits for customs: they fall under HS 1905.90, other bakers' wares, where the UK and EU tariffs carry a separate line for biscuits other than sweet (1905.90.45) and another for extruded or expanded savoury or salted products (1905.90.55). The trade line is the cream cracker, soda and salted crackers, cheese, herb and vegetable crackers and small savoury snack biscuits. Because HS 1905.90 also holds bread, cakes, pastries and other bakers' wares, its totals are far larger than the cracker trade: UN Comtrade 2024 export declarations under the line come to USD 35.27 billion across 128 reporters, led by Canada (USD 4.27 billion), Germany (USD 3.69 billion), Italy (USD 2.87 billion), France (USD 2.62 billion), Belgium (USD 1.92 billion), Poland (USD 1.75 billion), Spain (USD 1.59 billion), the Netherlands (USD 1.58 billion) and Mexico (USD 1.38 billion), with the UK at USD 838 million, Malaysia at USD 728 million and 222,800 MT and Türkiye at USD 620 million. No 6-digit figure isolates crackers, so these are context for the heading, not cracker volumes.

The buyer is an importer-distributor, a wholesaler, a cash-and-carry or a private-label desk buying a stated cracker, salt level, pack and label. CBIL is a commodity brokerage company and brokers generic crackers and savoury biscuits from factories in Malaysia, Indonesia, Türkiye, Egypt, Pakistan, India, Belgium, the Netherlands, Germany, Poland, Italy, Spain, France, the UK, Canada and Mexico and from UAE re-exporters, against the competent-authority health certificate, the factory's certificate of analysis, a certificate of origin, a halal certificate where the market requires it, and label artwork checked before printing. The EU acrylamide benchmark for crackers, other than potato-based crackers, is 400 µg/kg under Regulation (EU) 2017/2158, against 350 µg/kg for sweet biscuits. EU labels emphasise the 14 Annex II allergens under Regulation (EU) No 1169/2011, with cheese crackers declaring milk and seeded crackers sesame; US labels declare the nine major allergens with sesame included since 1 January 2023; Gulf labels follow GSO 9 in Arabic with production and expiry dates on the original label. Palm oil claims follow the RSPO supply chain model certified. Minimum orders are the factory's and are confirmed per product and pack. Crackers break and pick up moisture once the pack is opened, so sealed packs, carton strength and palletisation are agreed before loading into 20-ft or 40-ft dry containers on FOB, CFR and CIF terms.
