A sandwich biscuit is two sweet biscuits with a cream between them, and for customs it stays a sweet biscuit: HS 1905.31, where the 12% water and 35% fat limits are measured without the filling. Cream-filled wafers are a different product and fall under HS 1905.32. The cream is mostly sugar and fat, and that makes the fat and its emulsifier the first question a halal or a label buyer asks: E471 mono- and diglycerides are widely used in biscuit fillings to keep them smooth and stable, and E471 can be made from vegetable oils or from animal fats, so a halal line needs plant-based shortening and a declared E471 source. HS 1905.31 export declarations in UN Comtrade for 2024 total USD 12.13 billion and about 3.61 million MT across 124 reporters, led by Mexico (USD 1.32 billion), the Netherlands (USD 1.10 billion), Germany (USD 1.06 billion), Belgium (USD 744 million), Italy (USD 649 million), Canada (USD 559 million), Türkiye (USD 493 million), the UK (USD 483 million), France, Poland, Indonesia (USD 444 million and 162,600 MT), Spain and Malaysia (USD 185 million).
The buyer is an importer-distributor, a wholesaler, a cash-and-carry or a private-label desk buying a stated biscuit, cream flavour, pack weight and label. CBIL is a commodity brokerage company and brokers generic cream and sandwich biscuits from factories in Türkiye, Indonesia, Malaysia, Egypt, Pakistan, India, Poland, Germany, Belgium, the Netherlands, Italy, Spain, France, the UK, Canada and Mexico and from UAE re-exporters, against the competent-authority health certificate, the factory's certificate of analysis, a certificate of origin, a halal certificate naming no animal-derived fat or emulsifier where the market requires it, and label artwork checked before printing. Chocolate creams contain cocoa and milk creams contain milk, and both are declared: EU labels emphasise the 14 Annex II allergens under Regulation (EU) No 1169/2011, US labels declare the nine major allergens with sesame included since 1 January 2023, and Gulf labels follow GSO 9 in Arabic with production and expiry dates on the original label. The EU acrylamide benchmark for biscuits is 350 µg/kg under Regulation (EU) 2017/2158. Palm fat is the usual base of the cream, and an RSPO claim on pack needs the matching certified supply chain model: identity preserved, segregated, mass balance or book and claim. Minimum orders are the factory's and are confirmed per product and pack. Cream softens in heat, so hot-season routes are quoted with the carton, the container and the transit time in view, on FOB, CFR and CIF terms. Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

Are cream biscuits and cream wafers the same HS code?
No. A sandwich biscuit, two sweet biscuits with a cream, is HS 1905.31, where the water and fat limits are measured without the filling. A cream-filled wafer is HS 1905.32, waffles and wafers.
Why does the emulsifier matter for halal cream biscuits?
Emulsifiers such as E471 keep biscuit creams smooth and stable, and E471 can be made from vegetable oils or animal fats. Halal lines use plant-based shortening with the E471 source declared, and the halal certificate comes from a body the destination accepts, in Saudi Arabia one designated by the SFDA Halal Center.
Can the cream melt in transit?
The cream is mostly sugar and fat and softens in heat. Hot-season routes are quoted with the carton, the stacking and the transit time in view, and a reefer can be quoted separately where the buyer wants one.
What does an RSPO claim on pack require?
The palm fat has to come through one of the RSPO supply chain models, identity preserved, segregated, mass balance or book and claim, and the claim on pack follows the model. The certificate goes with the offer when the pack carries the claim.
