UN Comtrade 2024 export declarations under HS 1905.31 total USD 12.13 billion and about 3.61 million MT across 124 reporters: Mexico USD 1.32 billion and 447,000 MT, the Netherlands USD 1.10 billion, Germany USD 1.06 billion and 216,100 MT, Belgium USD 744 million, Italy USD 649 million, Canada USD 559 million, Türkiye USD 493 million and 180,900 MT, the UK USD 483 million, France USD 478 million, Poland USD 457 million, Indonesia USD 444 million and 162,600 MT, Spain USD 409 million and Malaysia USD 185 million, with Egypt at USD 69 million and Pakistan at USD 41 million. India is a large biscuit producer but its 2024 declarations are not in the Comtrade preview, and the UAE works as a re-export hub through Jebel Ali distributors.
The buyer is an importer-distributor, a wholesaler or cash-and-carry, or a supermarket chain's private-label desk, and the offer is a price per carton for a stated biscuit, pack weight, packs per carton, label and discharge port. CBIL is a commodity brokerage company and brokers generic sweet biscuits and butter cookies from factories in Germany, Canada, Italy, Poland, Belgium, Türkiye, the UK, the Netherlands, France, Spain, Malaysia, Indonesia, India, Egypt, Pakistan and Mexico and from UAE re-exporters, against the competent-authority health certificate, the factory's certificate of analysis, a certificate of origin and, where the market needs it, a halal certificate. Halal turns on the fat and the emulsifier: shortening should be plant-based and the source of E471 mono- and diglycerides declared, because E471 can be made from vegetable oils or animal fats. EU labels emphasise the 14 allergens of Annex II in the ingredients list under Regulation (EU) No 1169/2011; US labels declare the nine major allergens, sesame included since 1 January 2023 under the FASTER Act; Gulf labels follow GSO 9 in Arabic with production and expiry dates printed on the original label. For the EU, biscuits carry an acrylamide benchmark level of 350 µg/kg under Regulation (EU) 2017/2158, and an RSPO palm oil claim is made only with the supply chain model certified. Minimum orders are the factory's and are confirmed per product and pack. Cartons ship palletised or floor-loaded in 20-ft or 40-ft dry containers on FOB, CFR and CIF terms. Send the biscuit type, pack, carton count, label market and discharge port, and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

What is the minimum order for private-label biscuits or butter cookie tins?
The factory sets it per product and pack. Several biscuit lines can often be combined in one container.
Are the biscuits halal?
Halal lines are made with plant-based shortening and a declared source for emulsifiers such as E471, which can come from vegetable oils or animal fats. The halal certificate comes from a body the destination accepts; in Saudi Arabia, food containing animal fats or animal-derived ingredients in any proportion needs a certificate from a body designated by the SFDA Halal Center.
Which labelling rules apply?
For the EU, Regulation (EU) No 1169/2011, with the 14 Annex II allergens emphasised in the ingredients list. For the US, the nine major allergens, sesame included since 1 January 2023. For the Gulf, GSO 9 with Arabic text and production and expiry dates printed on the original label, not on a sticker.
What documents come with a container of biscuits?
A health certificate from the origin's competent authority, the factory's certificate of analysis, a certificate of origin, invoice and packing list, a halal certificate where the market requires it, and, where the pack makes an RSPO palm oil claim, the supply chain certificate behind it.
