Green and black olives, whole, pitted or sliced, in cans, jars, pouches and bulk drums

Table olives are bought on four choices before the price: colour, trade preparation, style and pack. Codex CXS 66-1981 sorts them by colour at harvest - green olives, olives turning colour, and black olives picked fully ripe - and by preparation: treated olives debittered in an alkaline solution and packed in brine, natural olives fermented in brine without lye, and olives darkened by oxidation, which are green or turning-colour fruit held in brine, darkened by oxidation in an alkaline medium to a uniform brown to black colour and heat-sterilised in a sealed container. That oxidised black olive is the "ripe olive" on pizzas and in US supermarkets; the naturally black olive is picked ripe and fermented in brine. Styles run whole, pitted, sliced, halved and stuffed, and packs run from 400 g cans and jars to A10 cans, 2.5 kg pouches and bulk drums for repackers. Customs follows the medium: olives prepared or preserved otherwise than by vinegar or acetic acid are HS 2005.70, and olives in vinegar go under HS 2001.90. UN Comtrade 2024 export declarations under HS 2005.70 total USD 2.91 billion and about 1.05 million MT across 82 reporters: Spain USD 1.02 billion and 413,400 MT, Greece USD 753 million and 203,500 MT, Türkiye USD 204 million and 77,300 MT, Morocco USD 189 million and 89,100 MT, Egypt USD 183 million and 69,000 MT, Italy USD 152 million, Argentina USD 105 million and 61,500 MT, Peru USD 43 million and Portugal USD 29 million. Those are declared export values, not offers.

The US market carries its own duty. Since August 2018 the USA has applied anti-dumping and countervailing duty orders on ripe olives from Spain - classifiable under HTSUS 2005.70 - and the orders were continued after the sunset review in August 2024. Specialty olives such as Spanish-style green olives processed by fermentation only are outside the scope. Cash deposit rates are set company by company in the US Department of Commerce annual reviews; a US buyer's customs broker confirms the rate for the named producer before the order. CBIL is a commodity brokerage company and brokers table olives from packers in Spain, Greece, Türkiye, Egypt, Portugal, Argentina and Peru, and from Morocco with the packing plant and growing area stated on the certificate of origin, to importers, distributors, pizza chains, repackers and supermarket private-label desks. Every lot moves against the origin authority's health certificate, the packer's certificate of analysis for salt, pH, drained weight and defects, a certificate of origin and a halal certificate where the destination requires one. EU-bound cans meet the 200 mg/kg inorganic tin cap in Regulation (EU) 2023/915, Gulf labels follow GSO 9, and US-bound packs need the packer's FDA canning establishment registration with a scheduled process filed under 21 CFR 108 - oxidised black olives as a low-acid food under 21 CFR 113, acidified packs under 21 CFR 114. Cartons, pallets of jars or bulk drums move in 20-ft or 40-ft dry containers on FOB, CFR and CIF terms; minimum runs are confirmed per product and pack. Send the colour, preparation, variety, style, count per kg, pack and discharge port and the enquiry is screened and worked against it.

Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

What is the difference between black olives darkened by oxidation and naturally black olives?

Under Codex CXS 66-1981, olives darkened by oxidation are green or turning-colour olives held in brine, darkened by oxidation in an alkaline medium to a uniform brown to black colour, and heat-sterilised in a sealed container - the mild canned "ripe olive" used on pizza. Naturally black olives are picked ripe and fermented in brine. The offer states which preparation is in the can.

Do US duties apply to Spanish black olives?
