HDPE and PP regrind and reprocessed pellets in natural or mixed colour, bought on MFI and density

HDPE and PP recycling trades as regrind - bottles, drums, crates and industrial parts ground and washed - and as repro pellets extruded and filtered from that regrind, and the form sets the customs code. Polyethylene regrind is waste, parings and scrap of ethylene polymers under HS 3915.10, and PP regrind falls under the residual HS 3915.90; both are plastic waste under the Basel Convention, where clean single-polymer PE or PP scrap is Annex IX entry B3011 and mixed or contaminated loads are Y48, subject to prior informed consent. Repro pellets are polymers in primary form: polyethylene under HS 3901, split at a specific gravity of 0.94 between 3901.10 and 3901.20 (HDPE), and polypropylene under HS 3902.10, and many destinations clear them as raw material rather than waste. The buyer compares lots on melt flow index measured to ISO 1133 at the stated load and temperature, density to ISO 1183, moisture, ash and filtration mesh, and on colour: natural grades from milk bottles or clean crates carry a premium over mixed colour. UN Comtrade 2024 export declarations under HS 3915.10 total USD 1.06 billion and about 2.2 million MT across 100 reporters: Germany USD 186 million and 444,000 MT, the Netherlands USD 111 million, the USA USD 105 million, the UK USD 81 million, Belgium USD 68 million, France USD 61 million and Japan USD 44 million. Those are declared export values, not offers.

The buyer is a pipe, crate, pallet, bin or household-goods moulder, a blow-moulder of non-food containers, or a compounder, and the offer is a price per MT for a stated polymer, form, colour, MFI and density. CBIL is a commodity brokerage company and brokers HDPE and PP regrind and repro pellets from recyclers in the EU, the UK, the USA, Japan and Thailand against the recycler's certificate of analysis, photographs of the material, a certificate of origin and, for regrind, the waste shipment documents: Annex VII for green-listed shipments within the rules, or notification and consent under the PIC procedure. From 21 November 2026 Regulation (EU) 2024/1157 bans EU exports of non-hazardous plastic waste to non-OECD countries, which covers EU regrind but not pellets. Destination rules apply to regrind: Malaysia requires SIRIM approval and pre-shipment inspection, Thailand and Indonesia have banned plastic waste imports since 2025, Viet Nam admits plastic scrap only to registered users under QCVN 32 with an environmental deposit, and Türkiye ties imports to the importing plant's own processing capacity. Regrind moves in 1 MT big bags and pellets in 25 kg bags or big bags in 40-ft containers on FOB, CFR and CIF terms; minimum lots are confirmed per product and pack. Send the polymer, form, colour, MFI, density, volume and discharge port and the enquiry is screened and worked against it.

Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

What is the difference between regrind and repro pellets for customs?

Regrind is plastic waste and scrap - HS 3915.10 for polyethylene and 3915.90 for polypropylene - and falls under Basel Convention plastic waste controls.
