LDPE and LLDPE stretch and shrink film in bales or rolls, and densified film agglomerate
LDPE film scrap is the largest-volume polyethylene scrap stream: pallet stretch wrap, shrink hoods, bags and liners, traded pressed into bales or as rolls, and as agglomerate, where washed film is densified into free-flowing granules that feed an extruder. All of these forms are waste, parings and scrap of ethylene polymers under HS 3915.10. Clean post-industrial clear film is the premium grade, and printed, coloured and post-consumer film is priced down on contamination, moisture and label and paper content. Under the Basel Convention, clean single-polymer PE film is Annex IX entry B3011, while mixed or dirty film is Y48 and needs prior informed consent; film is also the stream authorities scrutinise most, and Türkiye treats loads that include films or flexibles differently from bottle-only streams. UN Comtrade 2024 export declarations under HS 3915.10 total USD 1.06 billion across 100 reporters, led by Germany at USD 186 million, the Netherlands at USD 111 million, the USA at USD 105 million, the UK at USD 81 million and Belgium at USD 68 million. Those are declared export values, not offers.
The buyer is a film blower, a bag and refuse-sack maker or a repro pelletiser, and the offer is a price per MT for a stated grade, clear or coloured share, print, moisture and form. CBIL is a commodity brokerage company and brokers LDPE film scrap and agglomerate from recyclers and collectors in the EU, the UK, the USA and Japan against photographs of the material, a certificate of analysis for agglomerate and the waste shipment documents: Annex VII for green-listed shipments within the rules, or notification and consent under the PIC procedure. EU film is covered by Regulation (EU) 2024/1157, which bans exports of non-hazardous plastic waste to non-OECD countries from 21 November 2026. Destination rules decide where film can go: Malaysia requires SIRIM approval, pre-shipment inspection and 99.5% target-material homogeneity, Thailand and Indonesia have banned plastic waste imports since 2025, China has banned solid waste imports since 2021, Viet Nam admits scrap only to its registered users under QCVN 32, and Türkiye requires a registered importer processing the material itself within its capacity and no more than 1% foreign matter. Bales and agglomerate in big bags move in 40-ft containers on FOB, CFR and CIF terms; minimum lots are confirmed per product and pack. Send the grade, form, print and colour share, volume and discharge port and the enquiry is screened and worked against it.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.
