Fat-Filled Milk Powder (FFMP)
Skimmed milk and vegetable fat blends at 26-28% fat, HS 1901.90, by the container
Fat-filled milk powder is skimmed milk, sometimes with whey or buttermilk solids, spray-dried with refined vegetable fat, usually palm or coconut, in place of milkfat. It is not a milk powder under HS 0402: products in which a natural milk constituent has been replaced by another substance fall under heading 19.01, and the powder is declared under HS 1901.90; the UK tariff, following the EU's Combined Nomenclature, gives it its own code, 1901 90 95, for powder blends of skimmed milk and/or whey with vegetable fats or oils at 30% fat or less. Codex has its own standard for the product, CXS 251-2006 (a blend of skimmed milk and vegetable fat in powdered form), with total fat at 26% minimum and water at 5% maximum. The common commercial grades are 28% fat with about 24% protein, and 26% fat with a higher protein figure; the buyer states the fat, the protein and whether it is on the powder as sold, the milk-solids content, whether whey is permitted, the vegetable fat source (palm, palm kernel or coconut, and whether it must be certified sustainable or non-hydrogenated), moisture, solubility index, scorched particles, plate count, coliforms, and regular or instant. Antibiotic residues and melamine are tested as on milk powders, against the Codex food limit of 2.5 mg/kg for melamine. UN Comtrade 2024 export declarations under HS 1901.90 total USD 9.99 billion, but the six-digit code also carries malt extract, food bases, creamers and other preparations, so the figures show who exports dairy food preparations rather than FFMP alone: Germany at 425,000 MT and an average USD 2,583/MT, Ireland at 312,000 MT at USD 2,958, the Netherlands at 286,000 MT at USD 2,376, Belgium at 229,000 MT at USD 2,103, Poland at 209,000 MT at USD 2,461, France at 196,000 MT at USD 2,722, Singapore at 179,000 MT, Denmark at 166,000 MT, Canada at 167,000 MT and Malaysia at 524,000 MT at a much lower USD 1,405/MT that reflects a different product mix.
The buyer is a recombining plant making evaporated and sweetened condensed filled milk, a distributor or packer selling affordable powder in sachets and tins, a bakery, a biscuit or confectionery maker, or an ice-cream plant, most of them in West Africa, the Middle East and Southeast Asia, where the price gap to whole milk powder is the reason to buy it. Comtrade 2024 import declarations under HS 1901.90 include Nigeria at USD 254 million and Senegal at 116,000 MT, alongside large developed-market importers of other 1901.90 preparations. CBIL is a commodity brokerage company and brokers FFMP from European and Southeast Asian dairy processors and dairy-ingredient traders, against the producer's specification and certificate of analysis, with independent inspection at stuffing where the buyer wants it. FFMP moves in 25 kg multiwall kraft bags with a polyethylene inner liner, about 18-24 MT to a 20-ft container depending on bag count and palletising, with the shelf life stated by the producer, commonly 12-18 months stored cool and dry. The documents are set by the destination: a health certificate from the origin authority (the dairy share of the blend brings most destinations' dairy import rules into play), a halal certificate from an accepted certifier, a certificate of origin, labelling that does not call the product milk where the destination forbids it, and the importer's import permit or product registration where one is required. Freight is container freight quoted through the lines and forwarders on FOB, CFR and CIF terms. Send the fat and protein you need, the fat source, the monthly volume and the destination port.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

What HS code is fat-filled milk powder declared under?
HS 1901.90, not 0402. Heading 04.02 covers milk and cream powders; a product in which the milkfat has been replaced by vegetable fat is a food preparation of goods of headings 04.01 to 04.04 and falls under 19.01. The UK and EU tariffs give powder blends of skimmed milk and/or whey with vegetable fat at 30% fat or less the code 1901 90 95. Some destinations apply their own national subdivisions or rulings, so the importer's broker confirms the local tariff line before the documents are drawn up.
How does FFMP compare with whole milk powder?
The fat is the difference. WMP carries 26% or more milkfat; FFMP carries a similar amount of refined vegetable fat, usually palm or coconut, on a skimmed milk (and sometimes whey) base. The protein can be close to WMP's, the reconstituted product looks and handles similarly, and the price is lower because vegetable fat costs less than milkfat. It is not whole milk, and many destinations do not allow it to be labelled or sold as milk.
What should an FFMP specification state?
Fat and protein and the basis they are declared on, the milk-solids content and whether whey solids are permitted, the vegetable fat source and any certification required for it, moisture, solubility index, scorched particles, plate count and coliforms, regular or instant, and antibiotic and melamine test results on the certificate of analysis. Two offers both called '28/24' can differ on whey content and fat source, and that shows up in taste, solubility and price.
What documents and labelling does FFMP need?
A producer's certificate of analysis, a health certificate from the origin authority in the destination's format, a certificate of origin, a halal certificate from an accepted certifier for most Middle East, African and Southeast Asian destinations, and the importer's import permit or product registration where required. Labelling has to follow the destination's rules on dairy names: in many markets the pack must describe the product as a blend of skimmed milk and vegetable fat rather than as milk powder.
