Whole milk powder is bought on milkfat. Codex CXS 207-1999 defines it as powder with milkfat of at least 26% and less than 42%, water 5% maximum and milk protein at least 34% of the milk solids-non-fat; in trade the two contract grades are 26% and 28% fat, with the 26% grade the reference product sold on Global Dairy Trade. The ADPI Dry Whole Milk standard sets Extra Grade spray-dried powder at 26.0-40.0% fat, 4.5% moisture, 0.15% titratable acidity, 1.0 ml solubility index and 15.0 mg scorched particles per 25 g maximum, with a 10,000 cfu/g plate count and 10 cfu/g coliforms; Standard Grade allows 5.0% moisture, 0.17% acidity, 1.5 ml solubility index and 50,000 cfu/g. Because the fat oxidises, WMP buyers also ask for peroxide value or free fatty acids on the certificate of analysis, and for instant powder the wettability and dispersibility figures; antibiotic residues and melamine are tested as on SMP, against the Codex food limit of 2.5 mg/kg for melamine. UN Comtrade 2024 export declarations under HS 0402.21 (powder over 1.5% fat, unsweetened) total USD 9.11 billion: New Zealand dominates at 1.37 million MT and an average USD 3,406/MT, followed by Uruguay at 153,000 MT at USD 3,543, Argentina at 112,000 MT at USD 3,595, the Netherlands at 112,000 MT, Germany at 74,000 MT, Belgium at 52,000 MT at USD 2,994 and Denmark at 27,000 MT, with France reporting USD 251 million and Australia USD 230 million by value only.
The buyer is a recombining plant making reconstituted and UHT milk, a chocolate maker (WMP gives milk chocolate its dairy note and texture), a confectionery or beverage plant, or a distributor and packer who repacks 25 kg bags into consumer tins and sachets. Comtrade 2024 import declarations show the demand: China at 409,000 MT, Algeria at 197,000 MT, Brazil at 147,000 MT, Saudi Arabia at 101,000 MT, Oman at 84,000 MT, Indonesia and Thailand at 73,000 MT each, Malaysia at 65,000 MT and Sri Lanka at 55,000 MT. CBIL is a commodity brokerage company and brokers food-grade WMP from dairy co-operatives, processors and dairy-ingredient traders in Oceania, South America and the European Union, against the producer's certificate of analysis and independent inspection at stuffing where the buyer wants it. WMP moves in 25 kg multiwall kraft bags with a polyethylene inner liner, often nitrogen-flushed to slow oxidation, about 18-24 MT to a 20-ft container depending on bag count and palletising, with a shorter shelf life than SMP, typically around 12 months stored cool and dry as stated by the producer. The documents are set by the destination: a dairy health certificate from the origin authority, a halal certificate from a certifier the importing country accepts, a certificate of origin, and the importer's import permit or registration where one is required. Freight is container freight quoted through the lines and forwarders on FOB, CFR and CIF terms. Send the fat content, regular or instant, the monthly volume and the destination port.
Excluded origins are not offered, including product re-exported, blended or re-processed through a third country. Every lot moves with a certificate of origin naming the producing plant, mine or grower country, and nothing is quoted before the seller and loading point are known.

Whole Milk Powder (WMP) — buyer questions
Is full cream milk powder the same as whole milk powder?
Yes. Full cream milk powder is the name used across South Asia, Africa and the Middle East for whole milk powder: milkfat of at least 26% and less than 42% under Codex CXS 207-1999. It is not the same as fat-filled milk powder, where the milkfat has been replaced by vegetable fat; that product is classified outside HS 0402 and in many destinations cannot be labelled as milk.
Should I buy 26% or 28% fat WMP?
The 26% grade is the international reference, traded on Global Dairy Trade and the basis for most price reporting; it suits recombining where fat is standardised with added milkfat or cream. The 28% grade is common for consumer repacking and chocolate, where more fat per kilogram of powder is wanted. The difference is priced by the fat content, so compare offers per unit of fat and solids-non-fat, not per tonne alone.
How long does whole milk powder keep?
Less long than skimmed milk powder, because the milkfat oxidises and turns stale or tallowy. Producers typically state around 12 months stored cool, dry and away from odours, longer for nitrogen-flushed packs; the shelf life on the producer's specification is the figure to contract on. Buy against a production date close to shipment and ask for the production date on the certificate of analysis.
What is instant WMP and when is it worth paying for?
Instant powder is agglomerated into larger porous granules and coated with lecithin so that it wets and disperses in cold or warm water without lumps. It is worth paying for when the powder is repacked for consumers who mix it by hand, or used in vending and beverage lines. For recombining plants with high-shear mixers, regular powder does the same job at a lower price.
