Shortening is a plastic vegetable fat bought on how it melts and holds its shape, and the grade names only mean something next to the numbers. The USDA commercial item description for shortening compounds, A-A-20100D (2014), is a useful published reference because it sets out three types in figures. General-purpose shortening (Type I) is made from deodorised vegetable fats and oils such as palm, palm kernel and canola oil, processed by hydrogenation or interesterification, at 0.05% FFA as oleic max, a peroxide value of 1.0 meq/kg max, 0.10% moisture max, Lovibond red 3.5 max and a dropping point of 43.3–54.4 °C. Bakery, emulsifier-type shortening (Type II) must contain 1.5–5.5% alpha-monoglycerides and is allowed 0.15% FFA. Both plastic types must be workable from 18.3 °C to 29.4 °C, with a solid fat content of 26–64% at 10 °C, 21–38% at 21.1 °C and 8–20% at 33.3 °C, while liquid frying shortening (Type III) must be fluid at 21.1 °C, contain an antifoaming agent and reach a smoke point of at least 218.3 °C. Vanaspati is the vegetable ghee of South Asia: a hydrogenated vegetable fat, usually made from palm oil, produced to copy the coarse, plastic texture of ghee. How the fat is hardened matters as much as the oil it starts from. Partial hydrogenation turns liquid oil into a solid fat, and WHO puts the trans fat in partially hydrogenated oils at typically 25–45%, naming vanaspati ghee, vegetable shortening and margarine among the foods where industrial trans fat is found, so the contract states the hardening route and a trans fat ceiling. For customs, a vegetable fat that is partly or wholly hydrogenated or interesterified but not further prepared is HS 1516.20, while edible mixtures or preparations of different fats are HS 1517.90, where Canada's tariff, for one, carries a separate line for shortening; the importer's broker confirms the national tariff line before the proforma.
UN Comtrade 2024 export declarations under HS 1516.20 total USD 5.58 billion and about 4.39 million MT across 112 reporters: Malaysia USD 1.74 billion and 1.59 million MT, Indonesia USD 1.52 billion and 1.50 million MT, the Netherlands USD 481 million, China USD 338 million, Germany USD 225 million, Sweden USD 140 million and India USD 110 million and 60,600 MT. HS 1517.90, a wide basket of edible fat mixtures and preparations, adds USD 6.64 billion across 109 reporters: Indonesia USD 1.84 billion and 1.90 million MT, the Netherlands USD 687 million, Belgium USD 583 million, Malaysia USD 522 million and 345,900 MT, Sweden USD 355 million, Germany USD 337 million and Türkiye USD 127 million and 85,600 MT. Both codes cover far more than shortening and vanaspati, so they are read as context, not as a market size. Trans fat rules now decide where a hardened fat can be sold. WHO's best-practice policy is either a mandatory limit of 2 g of industrially produced trans fat per 100 g of total fat in all foods or a mandatory ban on partially hydrogenated oils, and in January 2024 Saudi Arabia was one of the first five countries WHO validated for having such a policy in force with monitoring and enforcement. In the EU, Regulation (EU) 2019/649 caps trans fat, other than trans fat naturally present in animal fat, at 2 g per 100 g of fat in food for the final consumer and for retail, with non-compliant food allowed on the market only until 1 April 2021, and a business supplying food that is not for consumers or retail to another food business must state the trans fat content where it exceeds that level. CBIL is a commodity brokerage company and brokers all-purpose, bakery and frying shortening and vanaspati from fat plants and refiners in Malaysia, Indonesia, Türkiye, India, the Netherlands and Belgium, in the maker's brand or the buyer's private label, to bakeries, biscuit and snack makers, foodservice distributors and importer-distributors. Each lot moves against a certificate of analysis for FFA, peroxide value, moisture, colour, melting point, solid fat content and trans fat, a health certificate, a certificate of origin and a halal certificate from a body the destination accepts. Mono- and diglycerides (E471) are mainly made from vegetable oils but animal fats cannot be ruled out, so emulsifiers are specified from halal-certified sources. Packed shortening and vanaspati move in lined cartons and tins in 20-ft or 40-ft dry containers, and industrial users can take bulk, on FOB, CFR and CIF terms; minimum runs are confirmed per product and pack. What is the difference between all-purpose, bakery and frying shortening?
The USDA commercial item description A-A-20100D sets it out in figures. All-purpose shortening is a plastic fat with FFA at 0.05% max and a dropping point of 43.3–54.4 °C. Bakery shortening must contain 1.5–5.5% alpha-monoglycerides as an emulsifier and is allowed 0.15% FFA. Liquid frying shortening is fluid at 21.1 °C, carries an antifoaming agent and has a smoke point of at least 218.3 °C. Both plastic types must stay workable from 18.3 °C to 29.4 °C.
Is vanaspati the same as shortening?
They overlap but are sold differently. Vanaspati is a hydrogenated vegetable fat, usually palm-based, made to copy the texture of ghee and used as a cooking fat in South Asia. Shortening is a plastic baking and frying fat specified on melting point and solid fat content, and it can be made by hydrogenation or interesterification. The customs code follows the product: HS 1516.20 for a hydrogenated or interesterified fat not further prepared, HS 1517.90 for edible mixtures and preparations of different fats.
What trans fat limits apply?
WHO's best-practice policy is a mandatory limit of 2 g of industrially produced trans fat per 100 g of total fat in all foods, or a ban on partially hydrogenated oils, which typically contain 25–45% trans fat. The EU applies 2 g per 100 g of fat to food for consumers and retail under Regulation (EU) 2019/649, and Saudi Arabia was among the first five countries WHO validated in January 2024 for a best-practice policy. The certificate of analysis states trans fat, and the contract states the destination's limit.
