Hot-rolled, forged and bright chromium-molybdenum bars by grade, heat-treated condition and ultrasonic testing
Alloy steel bars are bought on grade, delivery condition, size and internal soundness, and the customs heading follows the chemistry and the last process. Under the chapter 72 notes a steel becomes 'other alloy steel' at, among other thresholds, 0.3% or more chromium, 0.08% or more molybdenum, 0.3% or more nickel or 1.65% or more manganese, so SAE 4140 (carbon 0.38–0.43%, manganese 0.75–1.00%, chromium 0.80–1.10%, molybdenum 0.15–0.25%) and 4340 (carbon 0.38–0.43%, chromium 0.70–0.90%, molybdenum 0.20–0.30%, nickel 1.65–2.00%) are alloy bars of HS 7228: 7228.30 when not further worked than hot-rolled, hot-drawn or extruded, 7228.40 when not further worked than forged, and 7228.50 when not further worked than cold-formed or cold-finished. EN8 (080M40) is a medium-carbon unalloyed steel, carbon 0.36–0.44% and manganese 0.60–1.00%, used for shafts, studs, bolts, rollers and connecting rods, and with no alloying element at those thresholds it is declared under the non-alloy bar headings 7214 and 7215. Buyers cross-reference 4140 with 42CrMo4, En19 (BS 708M40) and JIS SCM 440, and 4340 with 34CrNiMo6, En24 (BS 817M40) and SNCM 447. The delivery condition sets both the price and the work the buyer does next: hot-rolled or forged black bar, annealed or normalised bar, or bar quenched and tempered to a strength band, such as the BS 970 chromium-molybdenum grade 709M40 supplied in the T condition at 850–1,000 N/mm² tensile; 4340 reaches 24–53 HRC depending on heat treatment. Bright bars are drawn, turned or ground in straight lengths to EN 10278 and held to ISO h tolerances from h6 to h11, and the European technical delivery conditions for these quenching and tempering steels are EN ISO 683-2, published in 2018 as EN 10083-3 was withdrawn. Internal soundness is what a forge or tool maker pays to check: EN 10308 covers ultrasonic testing of steel bars up to 400 mm in diameter or equivalent section, and EN 10228-3 covers ultrasonic testing of ferritic or martensitic steel forgings. UN Comtrade 2024 export declarations put hot-rolled alloy bars (HS 7228.30) at USD 5.84 bn across 80 reporters, led by China at 28.6%, Japan 8.4%, Italy 7.2%, Germany 6.0%, the USA 5.9%, Canada 5.2% and Korea 4.8%, with India at USD 75 m; forged alloy bars (HS 7228.40) at USD 1.27 bn, led by China 39.3%, Germany 20.3%, Sweden 13.5%, Japan 6.1% and Italy 5.5%; and cold-finished alloy bars (HS 7228.50) at USD 2.22 bn, led by Germany 24.0%, the USA 9.9%, Austria and Italy 9.2% each and Spain 5.6%, with India at USD 23 m.
The buyers are open-die and closed-die forges, machine shops turning shafts, gears, spindles, bolts and studs, hydraulic and oil and gas equipment makers, automotive and heavy-machinery component suppliers, and the engineering-steel stockholders that cut bar to length for all of them. CBIL is a commodity brokerage company and brokers alloy and carbon engineering bars from Chinese, German, Italian, Japanese, Spanish, Swedish, Korean, Turkish and Indian mills and forges and their stockholders, against an EN 10204 3.1 certificate stating heat number, chemistry, delivery condition, mechanical and ultrasonic results and the country where the steel was melted and poured, with third-party inspection of size, hardness and ultrasonic testing on request. Destination rules move the landed cost. US Section 232 duties apply on full customs value under the proclamation effective 8 June 2026, 50% on articles entirely or almost entirely of steel, and the United States has applied anti-dumping duty orders on forged steel fluid end blocks from Germany and Italy, with countervailing duty orders on China, Germany, India and Italy, since January 2021, now in full five-year reviews. EU imports fall under Regulation (EU) 2026/1384 from 1 July 2026: annual tariff quotas across 30 CN-code categories, against 28 under the old safeguard, with Parliament having proposed adding forged bars, non-alloy and other alloy, a 50% out-of-quota duty and a mill certificate or similar evidence of the melt-and-pour country at importation. CBAM applies to the iron and steel goods listed by CN code in Annex I of Regulation (EU) 2023/956; an EU importer of more than 50 tonnes a year has needed authorised CBAM declarant status since 1 January 2026, certificates go on sale in February 2027 and the first declaration, for 2026 imports, is due by 30 September 2027. Bars ship in strapped bundles by size and length, tagged by heat, with bright bars wrapped against corrosion, in 20-foot containers for stockist and machine-shop lots and breakbulk on multipurpose tonnage for heavy rolled or forged parcels, where CBIL's chartering desk (LaycanDesk) quotes the freight. Terms are FOB, CFR, CIF and DAP, and bars are priced per metric tonne on grade, delivery condition, size and testing. Are 4140, 42CrMo4 and En19 the same bar?
They are treated as equivalents across standard systems: SAE 4140, EN 42CrMo4, BS En19 (708M40) and JIS SCM 440. The chemistry windows are close but not identical, and the strength band comes from the heat-treated condition, which is specified separately. If your drawing names one standard, contract to it and ask for that standard, the condition and the test results on the EN 10204 3.1 certificate.
When is 4340 worth paying for over 4140?
4340 adds 1.65–2.00% nickel to a chromium-molybdenum base and is used for heavy shafting, fasteners and aircraft, automotive and hydraulic parts, reaching 24–53 HRC depending on heat treatment; the 4140 specification has no nickel range. The section size, the strength your part needs and your heat-treatment route decide between them, so send the drawing requirement rather than the grade name alone.
Why is EN8 bar not declared under HS 7228?
Because customs classes a bar as alloy steel only when it reaches set contents, for example 0.3% or more chromium, 0.08% or more molybdenum, 0.3% or more nickel or 1.65% or more manganese. EN8 (080M40) is a medium-carbon unalloyed steel with 0.36–0.44% carbon and 0.60–1.00% manganese, so it goes under the non-alloy bar headings 7214 and 7215, while 4140 and 4340 are HS 7228.30 hot-rolled, 7228.40 forged or 7228.50 cold-finished.
What ultrasonic testing should the order specify?
Name the standard and the acceptance class in the purchase order, not after delivery. EN 10308 covers ultrasonic testing of steel bars up to 400 mm in diameter or equivalent section, and EN 10228-3 covers ultrasonic testing of ferritic or martensitic steel forgings, with quality classes and acceptance criteria. The result belongs on the EN 10204 3.1 certificate, and a third-party witness has to be booked before the test is run.
