BP / USP / E330 citric acid and trisodium citrate in 25 kg bags, with the anti-dumping map that decides the origin
Citric acid is a fermentation product and one specification serves almost every buyer: assay 99.5–100.5% on the anhydrous basis, water not more than 0.5% for the anhydrous form (the monohydrate carries one mole of water and is sold on its own monograph), sulphated ash not more than 0.05% and lead not more than 0.5 mg/kg, with limits for oxalate, sulphate and readily carbonisable substances, per the JECFA monograph mirrored by BP, USP, FCC and the EU E330 purity criteria in Regulation (EU) No 231/2012. Anhydrous is the default for beverages, dry blends and pharmaceuticals because it does not cake; monohydrate is preferred in some effervescent and confectionery formulations. Trisodium citrate dihydrate (E331(iii), HS 2918.15) is the buffer and emulsifying salt for processed cheese, beverages, detergents and dialysis concentrates, at not less than 99% on the anhydrous basis. Supply is concentrated: one 2024 market review puts China at about 2.6 million MT of production, 60% of world output and 71% of world exports. UN Comtrade 2024 export declarations under HS 2918.14 total about USD 1.52 billion, with China at USD 848 million and 1.25 million MT, Thailand USD 166 million and 103,000 MT, Belgium USD 114 million and 79,000 MT, Germany USD 66 million, Colombia USD 46 million, the USA USD 43 million, the Netherlands USD 41 million, Ireland USD 36 million, Poland USD 29 million and Türkiye USD 24 million. Citrate salts under HS 2918.15 total about USD 704 million: China USD 279 million and 319,000 MT, Germany USD 179 million, the USA USD 57 million, India USD 37 million and Belgium USD 35 million. Those are declared values, not offers.
Trade defence decides the landed price by destination. The EU applies definitive anti-dumping duties on citric acid and trisodium citrate dihydrate from China under Implementing Regulation (EU) 2021/607, from 15.3% to 42.7% for cooperating producers and 42.7% for all others, extended to citric acid consigned from Malaysia; the measure was amended in 2023–2024. The USA holds anti-dumping and countervailing duty orders on citric acid and certain citrate salts from China since May 2009, continued after a third sunset review in May 2026, and anti-dumping orders on Belgium, Colombia and Thailand since July 2018, continued in August 2024; the US scope covers citric acid, sodium citrate and potassium citrate and blends where they make up 40% or more by weight. India continued its anti-dumping duty on sodium citrate from China for five years from 8 May 2025 at USD 96.05–152.78 per MT. The buyer is a beverage or food plant, a pharmaceutical or nutraceutical manufacturer, a detergent formulator, a metal-cleaning or oilfield chemicals blender, or a distributor. Documents are the certificate of analysis (COA) to the monograph bought against, the safety data sheet (SDS), a certificate of origin (which drives the duty), and halal and kosher certificates from bodies the buyer accepts. Anhydrous or monohydrate?
Anhydrous for beverages, dry mixes, pharmaceuticals and anything that must not cake; monohydrate where a formulation was written for it, in some effervescent and confectionery uses. Both are sold to the same 99.5–100.5% assay on the anhydrous basis; the difference is the water of crystallisation, so compare offers per tonne of contained acid.
Which anti-dumping duties apply to citric acid?
The EU: Regulation (EU) 2021/607, 15.3–42.7% on Chinese citric acid and trisodium citrate dihydrate, 42.7% for non-cooperating companies, extended to citric acid consigned from Malaysia. The USA: anti-dumping and countervailing duty orders on China since 2009, continued in May 2026, and anti-dumping orders on Belgium, Colombia and Thailand since 2018, continued in August 2024. India: anti-dumping duty on sodium citrate from China at USD 96.05–152.78 per MT from 8 May 2025 for five years. The certificate of origin drives the duty, so the destination is the first thing to state.
